The Andhra Pradesh (AP) Government under the leadership of their Chief Minister Mr. YS Jagan Mohan Reddy and the Andhra Pradesh Grama Volunteer Recruitment Board (APGVRB) has announced Village Secretariat or Grama Sachivalayam Recruitment 2019. The official notification will be available on the AP government’s official website i.e. “https://www.ap.gov.in/” or “www.aponline.gov.in” and the online application mode is the only way to apply for this Grama Sachivalayam post. This recruitment drive is to fill up 1.60 lakh vacancies across 10 different Village/Grama Secretariat posts namely, VRO, VRA, MPEO-1, Linemen, Gopal Mitra, Forest Watcher, MPEO-2, Field Assistant-2, ANM & Others.
The online application window is expected to open in the month of June, 2019 and is expected to close either in July end of August beginning. So, all candidates who desires to be selected for this Village Secretariat posts must keep an eye on the official website of the AP government to get latest updates on online application form. This initiative by the AP government is to bring transparency and answerability to the people residing in the AP villages.
The final selection and placement of the candidates will be done before 2nd October, 2019. So, everything procedure for selection will be conducted on an urgent basis on a short notice period. The candidates are relieved because they do not have to pay any amount as an application fee because the online application is absolutely free. And, the candidates who would be selected for the Grama Secretariat posts will get a monthly salary ranging between Rs. 5,000/- to Rs. 10,000/- per month, depending upon their qualification and post they have been selected for.
Eligibility Criteria:-
All the candidates who wishes to get selected for any of the Grama Secretariat posts must meet all the following eligibility criteria, otherwise their application would be rejected.
a.) Educational Qualification: A candidate must be at least 12th standard or Intermediate pass from a recognised board. And, other additional educational qualification per the posts are as follows-
- For Village Revenue Officers (VRO) Post- Must possess any Degree
- For Village Revenue Assistants (VRA) Post- Must possess any Degree
- For ANM (Health Department) Post- Must possess a Nursing or Medicine or B.Pharm Degree
- For Field Assistant (NREGA Purpose)- Must possess any Degree
- For MPEO-1 (Data Entry – Agriculture Department) Post- A B.Sc/BSC (B.Z.C.) Degree in Agriculture OR Any Diploma
- Course in Agriculture
- For MPEO-2 (Field Worker – Agriculture Department) Post- A B.Sc/BSC (B.Z.C.) Degree in Agriculture OR any Diploma Course in Agriculture
- Linemen (Electrical Department) Post- IIT in Electrical / B.Tech (EEE) / Diploma in EEE
- Gopal Mitra (Veterinary Department) Post- A Veterinary Degree OR any Diploma Course in Veterinary field
- Forest Watcher (Forest Department) Post- Must Possess any Degree.
b.) Age Limit and Relaxation: Per the Andhra Pradesh Grama Secretariat norms, the age limits are as follows-
Minimum Age Limit is 18 years
Maximum age limit is 39 years,
As on 1st October, 2019.
Note: Relaxation in age for the reserved categories is per the AP government rules in this regard.
c.) Nationality:
Only those candidates who belong to Andhra Pradesh are allowed to apply online for the Grama Sachivalayam Post.
For vacancies available in Tribal areas and Scheduled areas must be applied by only those who belong to the backward or schedule category.
Selection Procedure:
The selection process for the Village Secretariat Post is divided into 4 rounds. First round will be a written test which will be an objective based online test. Those who secure the cut-off marks in the examination will qualify for the second round which will be a Skill Test or Technical Interview round. The third round is only for Forest Department applicants which will be a Physical Test and the last round will be document verification round comprising of only those candidates who have been finalised for different Grama Sachivalayam Posts.
Exam Date and Pattern:
As of now, the online objective based examination date is not yet decided by the APGVR Board because they have said that once the online application is over then the dates will be announced. But the tentative dates for the online written examination is either August or September, since the recruitment needs to be over before 2nd October. Hence, the admit card details and the result dates will also be announced soon along with the date of examination. So, the candidates are advised to regularly check the official website of the APGVR Board for any latest updates in this context.
Syllabus:
Syllabus for the online written examination has not yet been fixed by the AP government. They are waiting for the online applications to get over after which they will soon announce the examination dates and the syllabus for the same so that the applicants get sufficient time to prepare for the examination.
Roles and Responsibilities of a Grama Sachivalaya:
The appointed Grama Sachivalaya will operate from his Grama Sachivalaya Office in the village where he will be posted. The villagers now will be able to apply for various services just by visiting the Grama Sachivalaya office where the services will be made available to the villagers within 72 hours of time duration from the time of appeal. If the officer takes more than 72 hours in delivering the service then he has to answer for the cause in delay with accurate reason.
The AP Grama Sachivalayam will handle tasks such as Panchayatraj, drinking water, primary education, hospitals, agriculture, women and children and various other ancillary services required in a village. Ten employees will be posted in each Grama Sachivalayam Office, who will be provided daily with various government related works of that village
